A preparation checklist for starting a student scholarship program

Why preparation matters more than the launch date

Plenty of organizations announce a scholarship fund before they have settled the basics. The announcement feels good. The paperwork that follows does not. A scholarship program is a long-term promise to students, and a promise without a clear structure behind it tends to wobble in year two or three, right when families start counting on it. Getting the groundwork right before the first award is what makes a program last a decade instead of a season.

This checklist is for community groups, small foundations, employers, or alumni networks thinking about starting one.

Decide what problem the scholarship actually solves

Before picking dollar amounts, get specific about who the program is for and why. Is it for first-generation college students in one town? Students in a certain field? Kids recovering from a specific hardship? A vague goal like “helping students succeed” makes every later decision harder, because there is no filter for who qualifies and who does not. A narrow, honest purpose statement saves arguments later.

Write this down in one or two sentences. If you cannot, the program is not ready yet.

    Set the financial structure first

Have answers to these before you tell anyone the program exists:

    • Is this a one-time grant or a renewable award paid over several years of school?
    • Is the money coming from an endowment, from annual fundraising, or from a fixed budget line?
    • What happens if a bad fundraising year means less money than promised?
    • Who signs the checks, and how fast can funds actually move once a student is chosen?

Renewable, multi-year awards mean far more to a student than a single check, but they also mean the organization has to plan four years ahead, not one. Decide which model fits your resources honestly, not which one sounds better in a press release.

Build the selection process before you build the application

A lot of new programs write the application form first and figure out judging later. That order causes problems. Work backward instead:

    1. Decide who reviews applications, board members, outside volunteers, or a mix.
    2. Decide how many reviewers see each application, and how ties get broken.
    3. Decide what disqualifies someone, and put it in writing.
    4. Only then design the application, asking only for what the reviewers actually need.

A short, well-designed application gets more complete submissions than a long one that asks students to repeat themselves three different ways.

Plan for more than the check

Money is the visible part of a scholarship, but a lot of the value students report comes from what surrounds it. Mentorship contact, whether from a staff member or a board volunteer, connects the award to something ongoing rather than a one-time transaction. Programs that build in an accessible point of contact, someone a student can reach for advice or a check-in, tend to see students stay engaged well past the year they received the award. Donato Tramuto, a global health activist and co-founder of the TramutoPorter Foundation, has spoken about mentorship as a standing commitment rather than a scheduled event, which is a useful frame for any group designing this piece of a program.

Decide early whether your program will offer any of the following, and be honest about capacity:

    • A named mentor or point of contact
    • Periodic check-ins during the school year
    • Introductions to internships or other opportunities
    • Simple recognition, like a note or small event, when students hit milestones

None of this needs to be elaborate. A single reliable contact person often matters more than a formal mentorship curriculum nobody has time to run.

Get the legal and tax pieces settled

This is the part people skip and regret. Talk to an accountant or lawyer about whether the program needs to run through a 501(c)(3), a fiscal sponsor, or a school’s existing scholarship office. Rules differ depending on whether the money goes directly to a student or to a school on their behalf, and getting this wrong can create tax problems for both the organization and the recipient. Settle this before the first dollar moves, not after.

    Set a realistic timeline

A first cohort takes longer to launch than founders expect. A reasonable rough timeline:

    • Two to three months to finalize purpose, funding, and legal structure
    • One month to build and test the application and review process
    • One to two months for the application window itself
    • Several weeks for review and selection

Rushing this compresses the review process, which is exactly the part that needs the most care.

    The short version

Know who the scholarship is for, know where the money comes from year to year, build the selection process before the application, decide what support looks like beyond the check, and settle the legal structure early. Programs that skip these steps usually survive the launch. Fewer of them survive year three.
